NOTICE

TOWNSHIP OF EAST HANOVER REQUEST FOR QUALIFICATIONS AND PROPOSALS FOR PROVISION OF SERVICES FOR CALENDAR YEAR 2021

The Township of East Hanover (the “Township”) is soliciting Qualification Statements from interested persons and/or firms for the provision of the services listed below. Through a Request for Qualifications (“RFQ”) process, persons and/or firms interested in assisting the Township with the provision of such services must prepare and submit a Qualification Statement in accordance with the procedure and schedule in the RFQs. The Township will review Qualification Statements only from those firms that submit a Qualification Statement which includes all the information required to be included as described (in the sole judgment of the Township). The Township intends to qualify (a) person(s) and/or firm(s) that (a) possess(es) the professional, financial and administrative capabilities to provide the proposed services, and (b) agrees and meets the terms and conditions determined by the Township that provide the greatest benefit to the taxpayers of Township of East Hanover.
 
The selection of Qualified Respondents is not subject to the bidding provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. The selection is subject to the New Jersey Local Unit Pay-to-Play Law (the “Law”), N.J.S.A. 19:44A-20.4 et seq., however, the Township has structured a procurement process that seeks to obtain the desired results, while establishing a “fair and open” process under the Law, to assure that each person and/or firm is provided an equal opportunity to submit a Qualification Statement in response to the RFQ.

Qualification Statements must be submitted to, and be received by Joseph Tempesta, Jr., Township Administrator, Township of East Hanover, 411 Ridgedale Avenue, East Hanover, New Jersey 07936 on or before 4:00 p.m. on December 15, 2020. Qualification Statements will not be accepted by facsimile transmission or e-mail. If submitting responses in person please note that you must place your responses in a clearly marked bin at the rear entrance of the East Hanover Municipal Building, 411 Ridgedale Avenue East Hanover, NJ 07936. If you prefer to have a receipt of your hand delivered response, upon arriving kindly call East Hanover Deputy Clerk, Felicia McDonald at 973-888-6006 she will meet you at the rear of the building. Otherwise submit your hand delivered response to the Bin clearly marked: RFP responses and the Bin will be emptied at 4:00 p.m. on December 15, 2020. No submittals will be accepted after 4:00 p.m. on December 15, 2020. The responses will be publicly opened via virtual meeting on December 18, 2020 at 10:00 a.m. in the East Hanover Municipal Building Public Meeting Room 411 Ridgedale Avenue East Hanover and will be reviewed at the convenience of the Review committee between December 18th and December 31, 2020. A few days before the 18th of December, East Hanover will post the access information to the virtual meeting on The Township of East Hanover’s website, easthanovertownship.com

12. Township Appraiser
13. Township Risk Management Consultant to Morris JIF
14. Township Health Insurance Consultant for Medical, Prescription, and Dental

Qualification Statements must be submitted in the manner designated in the Instructions, must be enclosed in sealed envelopes bearing name and address of the bidder and the name of the CATEGORY OF WORK on the outside, addressed to the Township of East Hanover.

Interested respondents must continue to monitor this website until 4:00 p.m. on December 15, 2020, as the Township reserves the right to issue Addenda to the RFQ documents in this space. You will find links to the RFQ documents below.
