The Township of East Hanover (the “Township”) is soliciting Qualification Statements from interested persons and/or firms for the provision of the services listed below. Through a Request for Qualifications (“RFQ”) process, persons and/or firms interested in assisting the Township with the provision of such services must prepare and submit a Qualification Statement in accordance with the procedure and schedule in the RFQs. The Township will review Qualification Statements only from those firms that submit a Qualification Statement which includes all the information required to be included as described (in the sole judgment of the Township). The Township intends to qualify (a) person(s) and/or firm(s) that (a) possess(es) the professional, financial and administrative capabilities to provide the proposed services, and (b) agrees and meets the terms and conditions determined by the Township that provide the greatest benefit to the taxpayers of Township of East Hanover.

The selection of Qualified Respondents is not subject to the bidding provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. The selection is subject to the New Jersey Local Unit Pay-to-Play Law (the “Law”), N.J.S.A. 19:44A-20.4 et seq., however, the Township has structured a procurement process that seeks to obtain the desired results, while establishing a “fair and open” process under the Law, to assure that each person and/or firm is provided an equal opportunity to submit a Qualification Statement in response to the RFQ.

Qualification Statements must be submitted to, and be received by Joseph Tempesta, Jr., Township Administrator, Township of East Hanover, 411 Ridgedale Avenue, East Hanover, New Jersey 07936 on or before 4:00 p.m. on December 17, 2025. Qualification Statements will not be accepted by facsimile transmission or e-mail. If submitting responses in person please note that you must hand deliver your responses to the Township Clerk’s Office at the East Hanover Municipal Building, 411 Ridgedale Avenue East Hanover, NJ 07936. No submittals will be accepted after 4:00 p.m. on December 17, 2025. The responses will be publicly opened in the Township of East Hanover Municipal Building 411 Ridgedale Avenue, East Hanover NJ 07936 on December 19, 2025, at 10:00 a.m. in the East Hanover Municipal Building Public Meeting Room Annex and will be reviewed at the convenience of the Review committee between December 19th and December 31, 2025.

2. Bond Counsel
3. Bond Underwriting
4. Township Planner
5. Special Counsel (Examples, Tax, Labor, COAH, or any other expertise offered to the Township)
6. Township Attorney
7. Municipal Auditor
8. Land Use Planning Board Attorney
9. Public Defender
10. Township Appraiser
11. Township Risk Management Consultant to Morris JIF
12. Township Health Insurance Consultant for Medical, Prescription, and Dental
13. Police Department Staffing Analysis

Qualification Statements must be submitted in the manner designated in the Instructions, must be enclosed in sealed envelopes bearing name and address of the bidder and the name of the CATEGORY OF WORK on the outside, addressed to the Township of East Hanover.
